Set the Instant Pot to sauté and melt the butter. Combine all of the seasonings in a zip-top bag, place the chicken breasts, and shake to coat. Add the chicken to the Instant Pot and sauté.

Add the pasta and chicken broth, stir, and pressure cook. Change the setting back to sauté and add the cream cheese. Let it sit, then turn off the Instant Pot.

Add the broccoli and let it steam. Then, stir to combine the ingredients.
